
As 2025 comes to a close, the footprints of DEOCA people continue to be imprinted across every route of the nation. More than ever, we deeply resonate with the remark of General Secretary To Lam: “DEOCA Group is a major national corporation that undertakes major national projects”. This recognition carries profound significance. It is both a source of pride and a reminder of the responsibility placed upon every member of DEOCA.
Over the past year, devastating natural disasters, challenges related to institutional mechanisms and project financing, together with numerous difficulties on construction sites, have continuously tested our endurance, determination and resilience. However, as the saying goes, “Calamity is man's true touchstone”, it is through adversity that the spirit of DEOCA people, which has been forged over four decades of formation and development, has been most clearly demonstrated. Born in hardship and strengthened through challenges, this identity has become deeply embedded in every action of our staff, engineers and workers.
The year 2025 marks the 40 year journey of DEOCA Group. This identity has been further affirmed through remarkable achievements as we overcame many tests to commence, connect and inaugurate a series of key national projects. These efforts have contributed significantly to the transport sector in completing 3,000 kilometers of expressways, connecting Cao Bang in the North to Ca Mau at the southernmost point. This has opened new development opportunities for regions and for the national economy as a whole. Each project represents a combination of intellect, dedication and responsibility toward the nation. It reflects the patriotism and aspiration of the Vietnamese people. DEOCA people not only build expressways, bridges and tunnels, but also build trust and shape a sustainable future.
In the North, Dong Dang – Tra Linh expressway Phase 1 and Huu Nghi – Chi Lang expressway have been implemented under the PPP++ model developed by DEOCA Group. These projects have been successfully connected in the shared joy of local communities in Lang Son and Cao Bang provinces. They clearly demonstrate the alignment between national policy and public support, while affirming the effectiveness of mobilizing social resources for infrastructure development. At the same time, we have commenced a number of major public investment projects such as Hoang Lien road tunnel, Cho Moi – Bac Kan expressway, Hoa Binh – Moc Chau expressway, Tay Thang Long road, Ngoc Hoi bridge and Thuong Cat bridge in Hanoi.Tại miền Trung, sau hơn 1.000 ngày đêm nỗ lực bền bỉ, dự án cao tốc Quảng Ngãi – Hoài Nhơn – dự án thành phần lớn nhất trục cao tốc Bắc – Nam phía Đông đã được khánh thành sớm hơn kế hoạch 8 tháng. Cùng với đó, nhiều gói thầu và dự án lớn nhỏ liên tiếp được hoàn thành, tiếp tục khẳng định năng lực tổ chức thi công, điều hành dự án và thành công trong việc cải tiến công nghệ thi công hầm NATM “hệ Đèo Cả”, từng bước đào tạo và chuyển giao cho các nhà thầu trong nước.
In the South, 2025 witnessed the commencement of key infrastructure projects such as Ho Chi Minh City – Thu Dau Mot – Chon Thanh expressway and Ring Road 4 of Ho Chi Minh City, including the section from Thu Bien bridge to the Saigon River. Notably, the expansion project of Ho Chi Minh City – Trung Luong – My Thuan expressway was launched with full private sector participation, contributing to the completion of a vital transport corridor and opening new growth opportunities for the Mekong Delta.Tôi cũng chân thành gửi lời tri ân đến đội ngũ cộng sự, tập thể cán bộ công nhân viên với vô vàn hy sinh thầm lặng. Những ngày “vượt nắng, thắng mưa” hay những đêm trắng sáng đèn trên công trường, những lễ, Tết xa gia đình “bám trận địa”, những nỗ lực không ngơi nghỉ của tất cả anh chị em khối văn phòng hay dự án. Có cả những mất mát về con người bởi thiên tai khắc nghiệt đã xảy ra trong năm vừa qua mà không gì bù đắp được. Đó cũng chính là lời nhắc nhở sâu sắc về tinh thần dấn thân của những người làm hạ tầng - những “phu đường” lặng lẽ cống hiến để kiến tạo nên những công trình giao thông mang tầm vóc quốc gia.
I take pride in seeing that across all DEOCA construction sites, despite numerous challenges, the sound of machinery continues to resonate and the pace of work is consistently maintained to accomplish immense workloads. Contributing to these achievements is our Advisory Council, which includes leading professors, scientists and experienced experts who have provided dedicated guidance, independent consultation and inspiration to younger generations of DEOCA.Bước sang năm 2026 trong kỷ nguyên vươn mình của dân tộc Việt Nam, trước bối cảnh còn nhiều thách thức nhưng cũng mở ra những triển vọng mới, Người Đèo Cả tự tin tiến bước với tâm thế chủ động, tập trung hoàn thành tốt các công việc đang đảm nhiệm, tăng cường vị thế doanh nghiệp hạ tầng giao thông hàng đầu Việt Nam và từng bước vươn tầm quốc tế. Mục tiêu hoàn thành 5.000 km đường cao tốc vào năm 2030 và hoàn thiện hệ thống kết cấu hạ tầng giao thông quốc gia để “giao thông đi trước mở đường” không chỉ là nhiệm vụ của Chính phủ, các bộ, ngành và địa phương, mà là sứ mệnh chung của những người làm hạ tầng giao thông.
I would also like to express my sincere gratitude to our colleagues and employees for their countless silent sacrifices. They have endured harsh weather conditions and sleepless nights on construction sites, spent holidays away from their families and maintained relentless efforts across both office and project teams. We also mourn the irreplaceable losses caused by severe natural disasters over the past year. These sacrifices serve as a profound reminder of the dedication of infrastructure builders, who quietly contribute to the creation of major national infrastructure projects
The year 2025 has also provided valuable lessons in responsibility and resilience. There were projects into which DEOCA Group invested significant effort and resources for thorough research, yet ultimately chose to step aside in order to focus on priorities that are more aligned with our core values of Aspiration - Perseverance - Gratitude. These decisions reflect our consistent development philosophy. We do not pursue growth at all costs. Instead, we choose the right role and fulfill the right responsibilities. We place national and public interests at the center, while ensuring sustainable benefits for all stakeholders.
As we enter 2026, a period of strong national momentum, we face both challenges and new opportunities. DEOCA moves forward with confidence and a proactive approach, committed to fulfilling our responsibilities, strengthening our position in Vietnam’s transportation infrastructure sector and gradually expanding our international presence. The goal of completing 5,000 kilometers of expressways by 2030, and advancing a modern transport infrastructure system is not only a national priority but also a shared mission for all of us in the sector.
In that spirit, I call upon all levels of leadership and the entire DEOCA workforce to continue embracing a learning mindset, fostering innovation and upholding the spirit of “Think different, make difference”. We must be ready to take initiative, act decisively and assume responsibility for the collective good. At the same time, we will continue to strengthen our internal capabilities. Our focus will be on people, technology, and governance. We will develop human resources aligned with our long term strategy, advance modern technologies, enhance corporate governance and integrate artificial intelligence into project management and operations.
For DEOCA people, every road must lead to a destination. That destination is to create tangible products that deliver sustainable value to the people and the nation. With Aspiration, Perseverance and Gratitude at our core, DEOCA Group will continue to collaborate with strategic partners, accompany the transport sector and the broader political system and create landmark projects that contribute to a safer and more prosperous Vietnam.
