On September 25, Mr. Mai Van Chinh, Deputy Prime Minister, visited and inspected the Tan Van Interchange site, part of the Ho Chi Minh City Ring Road 3 Project. Accompanying him were Deputy Minister of Construction - Mr. Bui Xuan Dung and representatives from the Ho Chi Minh City leadership.
The Ho Chi Minh City Ring Road 3 Project has a total investment length of approximately 76.34 km, passing through Ho Chi Minh City, Dong Nai, and Tay Ninh provinces. The XL1 package - Construction of Tan Van Interchange - was started in April 2024 and is scheduled for completion in December 2026, with a construction value of 1,848 billion VND. This is the largest and most complex interchange on the entire Ho Chi Minh City Ring Road 3, constructed by the DEOCA-led consortium.

According to the contractor’s report, the site has mobilized 320 personnel, 180 machines and equipment, and deployed 18 construction fronts. Cumulative output has reached approximately 511 billion VND, equivalent to 32% of the total volume.
Mr. Nguyen Quang Hung, Director of the Package Management Board, said that during project implementation, the contractor has faced many challenges. Tan Van Interchange must be built while maintaining traffic flow with very high vehicle volumes, especially container trucks frequently entering and exiting warehouses and ports. This has created significant difficulties in traffic diversion and safety assurance.
“Entering the rainy season has complicated road embankment work, affecting related items. In addition, the supply of materials such as soil, sand, crushed stone, and concrete aggregates is scarce, while prices have risen sharply compared to estimates, putting great pressure on the contractor,” Mr. Hung shared.
To accelerate progress, the contractors have increased shifts, reassigned workloads, and adjusted construction methods at several locations. The units have also signed a 100-day emulation commitment to complete certain items before December 19, 2025. At the same time, they proposed that the People’s Committee of Ho Chi Minh City study options to fully invest in completing Tan Van Interchange to ensure efficient operation of the entire route.

The Deputy Prime Minister acknowledged the efforts of the investor and contractors on the Ho Chi Minh City Ring Road 3 Project over the past period. He noted that since the inspection in June, the packages have made clear progress, with many items achieving good output.
“The biggest current challenge is the treatment of weak soil foundations. Therefore, contractors must apply appropriate technical solutions and strictly comply with regulations. The basic goal is to make progress according to the 100-day and night emulation commitment launched by the investor,” the Deputy Prime Minister emphasized.
